Uh. Favorite ever? That's a tough one. That's a really tough one.
I started writing for three or four characters here, and in the end, only one turned into a tl;dr.
I like Gabriel in SMT2 because she was strong enough to stand apart from her fellow Seraphim; even if she was ordered to, it must have been incredibly hard to watch Aleph and Hiroko fight them. And after those fights all you get is "Oh, you killed them all! ...It's a shame, but it could not be helped." That's it. A brief expression of regret.
And then in the Law ending, she should be angry or at least sad about what's just happened, but instead of showing either, she encourages Aleph to lead the people, calmly accepting her lack of purpose.
It's hard not to admire her for that, when you consider an angel's entire existence is meant to be devoted to their creator, and said creator has just been killed in a violent battle. As I said, she should be furious, grieving, or both, and she shows Aleph neither.
After a game and a half of insane, murderous, and obnoxious Lawbies, Gabriel is a nice change of pace.
EDIT: I forgot something! This guy, dialogue seen here and here? Even though YHWH would love to have someone who thinks he's infallible around, Gabriel knew an asshat like that wouldn't do anyone any good and passed him by when it came time to take people to the top of the Cathedral.
